Yes this is true and very much happening in साढी दिल्ली. Delhi Traffic Police has asked the elephants in the city to behave properly and follow traffic rules laid down for them. This means restricted timings to rule the road and that to wear reflectors to increase visibility 
Kindly note the new time to watch those मस्त हाथी on road is between 2200-0630 hrs and 1200-1500 hrs. The body armour looking reflectors around the butt and the rear legs are courtsey WTI. Complete photo series here
